Number Portability: Why the Prefix No Longer Tells You the Carrier
What is number portability?
Number portability is the right to keep your telephone number when you change operator. It was introduced to remove the single largest obstacle to switching: before it existed, leaving a carrier meant telling everyone you knew that your number had changed, and most people simply did not leave.
It works because the number stopped being an address and became a key. When a number is ported, the operator that originally held the prefix range no longer serves it; instead, national databases record which network it now lives on, and every call to that number is looked up before it is routed.
The consequence, and the reason this page exists: a number's prefix no longer identifies its operator. In a country with mature portability, a substantial share of numbers are no longer on the network their digits imply — in some markets a third or more.
What did the prefix used to tell you?
Numbering plans were built as hierarchies. A national regulator allocated ranges to operators, so the leading digits of a number encoded both what kind of line it was and who ran it.
- In the United Kingdom,
07…meant a mobile and the next two digits identified the network. - In the United States and Canada, the area code plus the following three digits — the exchange — mapped to a specific carrier's switch in a specific place.
- In Germany,
015…,016…and017…were mobile ranges divided between operators.
Every one of those mappings still exists on paper. What changed is that a number can now leave its range's owner while keeping its digits. The hierarchy describes where a number was born, not where it lives.
What does the prefix still reliably tell you?
Three things survived, and they are the useful ones.
The country. The country calling code is not portable between countries. +44 is the United Kingdom, permanently.
Whether it is mobile or fixed. In most countries portability is restricted to moving between operators of the same type: a mobile number ports to another mobile operator, a landline to another fixed operator. So a number in a mobile range is almost certainly still a mobile. This is a strong rule with real exceptions — some regulators permit fixed-to-mobile porting, and virtual number services can put a mobile-range number on an internet service — but it holds for the overwhelming majority of numbers and it is what a validator can honestly report.
The geography of a landline. Fixed numbers usually stay tied to their area, because geographic numbers are allocated per region and porting is normally allowed only within the same area. A +44 20 number is still London.
What it stopped telling you is the operator, and — for a caller — that mattered mostly for price.
Why does this change what a call costs?
Because the price of calling a number is set by the network that terminates it, not by the number's range. A ported number is charged at the rate of the network it now sits on.
In practice this affects international callers in two ways.
Mobile and landline are priced separately, and the distinction survives portability. This is why a properly built price list quotes both, and why "from $X per country" is an incomplete quote. The call cost calculator prices both for any country.
Within a type, price differences between operators are usually small enough that providers quote a single national rate. A retail price of $0.68 for a German mobile is an average across German mobile networks, not a per-operator figure. Portability makes per-operator retail pricing impractical, which has quietly standardised consumer pricing — one of the few genuinely simplifying effects it had.
The mechanics behind the scenes are less simple. Wholesale carriers query portability databases before routing, because delivering a call to the wrong network either fails or incurs an extra transit fee. In North America that database is the Number Portability Administration Center; in the EU each country runs its own reference database. This lookup is why calls to ported numbers occasionally take marginally longer to connect.
Can I look up which network a number is on?
Not reliably, and not for free. Some operators publish a lookup for their own customers, and commercial HLR and number-lookup APIs query the portability databases directly for a per-query fee, which is the same route wholesale carriers take.
What no offline tool can do — including the phone number validator on this site — is tell you the current operator. An offline validator has the published numbering plan, which describes ranges and their original allocation. It can tell you the country, the expected length, whether the number is inside a valid range, and whether that range is mobile or fixed. It cannot tell you whether the number has moved, and any tool that claims to do so offline is reporting the original allocation and calling it the current one.
This distinction is worth insisting on, because "is this number a mobile" and "which network is this number on" look like the same question and are answered by completely different systems.
Does a ported number still work the same way?
For the caller, yes. Dialling is unchanged, the number is unchanged, and the routing lookup is invisible.
Two things do change for the number's owner:
Some services tied to the original operator stop. Voicemail, network-specific features and operator-run services are provided by the new network after a port, with different behaviour and sometimes a different access number.
During the port itself there is a short window — typically minutes to a few hours, occasionally a day for fixed lines — where calls may fail or route inconsistently while the databases update. Regulators generally cap this: the EU's European Electronic Communications Code requires that number porting be completed within one working day, and comparable rules exist in the US, UK and India.
How porting actually works, step by step
Understanding the sequence explains both why it usually goes smoothly and why it occasionally goes badly.
- You request the port from the new operator, not the old one. This is deliberate and near-universal: routing the request through the gaining operator removes the losing operator's opportunity to talk you out of it.
- You supply a porting authorisation code, obtained from the current operator — a PAC in the UK, a port-out PIN in the US, a UPC in India. Regulators generally require it be issued on request within minutes.
- The gaining operator validates the request against the account details held by the losing one. A mismatch — a different name, an old address — is the usual reason a port is rejected, and it is worth checking your details before starting.
- The national database is updated and every network is notified that the number now routes elsewhere.
- The old service stops. This is the moment the port completes, and it is not reversible on a whim; porting back is another full port.
The failure mode worth planning for is step 3. A port rejected for a details mismatch leaves you mid-process with two accounts, and resolving it requires the losing operator, who has no incentive to hurry. Confirm the account holder's name and address exactly as the old operator has them before you begin.
Do not cancel the old account first. A cancelled number is released back to the operator's pool and can no longer be ported — it is the one mistake in this process that permanently loses the number.
Does portability exist everywhere?
No. It is mandated across the European Union, in the United States, Canada, the United Kingdom, Australia, India, Brazil, Japan, South Korea and much of Latin America. It is absent or partial in a number of countries in Africa, Central Asia and the Middle East.
Where it does not exist, the old prefix-to-operator mapping still holds. This is worth knowing when reading advice online: guidance that says "you can tell the network from the first three digits" was correct once, is still correct in some countries, and is wrong in most of the large markets.
What this means when you are calling abroad
Three practical conclusions.
Do not price a call from the number's prefix beyond mobile-versus-fixed. The prefix will tell you which of the two rates applies, and that is genuinely useful because the gap between them can be a factor of ten. It will not tell you anything finer.
Do not assume a mobile-looking number is reachable by a messaging app. Portability aside, a number in a mobile range may belong to a virtual number service with no handset behind it at all — which is exactly why calling the number directly works when a messaging app does not.
Verify the format before you worry about the network. The overwhelming majority of failed international calls are a formatting error — a trunk prefix left in, a country code missing — not a routing problem. E.164 format covers the conversion, and the validator will catch it in one paste.
Bottom line
Number portability let people keep their number when changing operator, and in doing so it severed the link between a number's prefix and the network that serves it. In markets with mature portability a large minority of numbers no longer sit on the network their digits imply.
What survives is what you actually need: the country code, whether the number is mobile or fixed, and the region of a landline. Those are enough to know which rate applies and how to dial. Determining the current operator requires a live database query and cannot be done offline — so treat any tool that names a carrier from the digits alone as reporting history, not fact.
